Full description

The NSW State Cancer Council was formed in 1952. (1) The Council became a body corporate under the provisions of the NSW State Cancer Council Act, 1955 (No 25 1955) Act. (2) The role of the Council was
(a) to assist and foster research and investigation with respect to the causation, prevention, diagnosis and treatment of cancer;
(b) to assist and foster post-graduate and under-graduate education and training, and education of the public with respect to cancer;
(c) to assist in providing training and instruction in technical matters relating to the diagnosis and treatment of cancer;
(d) to-Co-ordinate, as far as is practicable, the activities of all institutions, hospitals and other bodies engaged in research and investigation with respect to the causation, prevention, diagnosis and treatment of cancer;
(e) to conduct public appeals for funds for carrying out the above objects;
(f) in consultation with the Hospital Commission of New South Wales, to advise the Minister on problems relating to
(i) the provision of hospital accommodation for the treatment of persons suffering from cancer;
(ii) the provision of facilities for research and investigation with respect to the causation, prevention, diagnosis and treatment of cancer;
(iii) the establishment of a cancer institute
(g) to advise the minister on such other matters relating to cancer as the minister may from time to time require;
(h) to initiate and refer to the minister recommendations on any matter relating to cancer. (3)
This Act provided for the appointment of a Council of seven members consisting of
* the Vice-Chancellor of the University of Sydney;
* a member of the Hospitals Commission of New South Wales;
* a professor in the Faculty of Medicine in the University of Sydney;
* a business executive appointed on the nomination of the Minister;
* a person nominated by the Minister to represent industrial interests;
* a person nominated by the New South Wales Branch of the British Medical Association;
* and a person appointed on the nomination of the Minister. (4)
The Vice- Chancellor of the University of Sydney was the Chairman and a Deputy Chairman was to be elected from the Council. (5) The Council was authorised to establish committees to deal with education and training, cancer research or any other area of its responsibility. (6) . The first Council took office from 13 May, 1955. (7) The New South Wales Cancer Council (Amendment) Act, 1962 (Act No 32, 1962) increased the number of Councillors to eight by the addition of a nominee of the Council of the University of New South Wales (8) . The New South Wales Cancer Council (Amendment) Act, 1982 (Act No 36, 1982) re-constituted the Council to comprise nine members viz:
(a) a medical practitioner who is (i) a commissioner or (ii) an officer of the Health Commission of New South Wales and nominated by the Commission
(b) a Professor in the Faculty of Medicine in the University of Sydney, nominated by the University Senate
(c) a Professor in the Faculty of Medicine in the University of New South Wales nominated by the University Council
(d) a Professor in the Faculty of Medicine in the University of Newcastle nominated by the University Council
(e) a business executive nominated by the Minister
(f) a person nominated by the minister to represent industrial interests
(g) a nominee of the Australian Medical Association, NSW Branch
(h) a barrister admitted by, or a solicitor of the Supreme Court of NSW, nominated by the Minister
(i) a person nominated by the Minister. (9)
The New South Wales Cancer Council Act, 1995 (No. 43, 1995) and repealed the New South Wales State Cancer Council Act (No.25, 1955) therfore abolishing the NSW State Cancer Council and establishing the NSW Cancer Council in its place. (10) FOOTNOTES
