The Animal Research Review Panel was constituted under the Animal Research Act, 1985 ( No.123, 1985). The part of the Act relating to this agency was proclaimed on 9 May 1986 (1), however the substantive provisions of the Act did not come into effect until 1 January 1991.(2)

The functions of the Panel under the Act were:
(a) the investigation of matters relating to the conduct of animal research and the supply of animals for use in connection with animal research.
(b) the investigation and evaluation of the efficacy of the code of practice in regulating the conduct of animal research and the supply of animals for use in connection with animal research
(c) the investigation of applications and complaints referred to it under the Act (3)

The Panel originally consisted of 12 members appointed by the Minister, one nominee of the Royal Society for the prevention of Cruelty for Animals, two nominees of the Animal Societies Federation of NSW, one nominee of the Minister for Health, one nominee of the Minister for Agriculture and Fisheries and one officer of the National Parks and Wildlife Service, nominated by the Minister administering the National Parks and Wildlife Act 1974.(4)
